Three things a teacher needs from the same list of names: who answers, who goes first, and who works with whom.

With that switch on, a student who has already been asked is not asked again until the whole class has been. That is the difference between a fair draw and a tool that happens to keep landing on the same child.
The list resets when you clear it or when everybody has had a turn, and it says which.
A child called on by name can feel singled out. A child whose name came out of a draw everybody watched cannot, and that is most of why this is worth doing on a screen the room can see.
