Because the shuffle happens first, which team ends up the larger one is itself random.
Number of teams is the one you want when the teams are fixed and the group varies — four tables, whoever shows up.
People per team is the one you want when the pairing is fixed and the number of groups varies — pairs, or threes for a workshop.
