February is as likely as July. The draw knows nothing about how long a month is or how many days it has, which is the right answer when you are picking a month rather than a day.
If you want a date rather than a month, the date generator draws inside a span you set and does know how long each month is.
Ask for more than one and leave "do not repeat" on, and you get that many different months — twelve of them is simply the year in a shuffled order.
