Shuffled, then cut in twos
The whole list is shuffled and then read off two at a time, which is what makes every possible set of pairs equally likely. Picking pairs one at a time out of a shrinking list would not.
An odd number of names either makes one group of three or leaves one person on their own — the choice is yours, because in a classroom those are very different situations.
