Every digit drawn separately from the browser’s cryptographic random source, so 0000 is exactly as likely as 4271 — which is the point, and also why you should not reject the one it gives you for looking too tidy.

People choose birthdays, repeated digits and patterns that walk across the keypad. A large share of every set of human-chosen four-digit PINs is covered by a very short list of guesses.
A drawn PIN has no such shape, so the only way in is to try all ten thousand — which is what the three-attempt lockout on your card is for.
If whatever you are protecting allows six digits rather than four, take them: it multiplies the guesses needed by a hundred and costs you two more presses.
