Four dice dropping the lowest averages about 12.2 and rarely goes below 8. Three dice straight averages 10.5 and can hand somebody a 3. Two dice plus six can never go below 8 and never above 18.
Which one a table uses says more about that table than any house rule. The page does not pick for you.
Rolling in order and living with it is a different game from rolling six numbers and arranging them. Both are here; neither is the default because neither is more correct.
