Fifty, and no districts

The District of Columbia and the territories are not in the list, because they are not states and a drill that teaches otherwise is a drill that has to be unlearnt.

The capital is the state capital, not the largest city. Those differ in more than half the states, which is exactly why the drill exists.

Drawing without putting back

It is on by default, so fifty presses visit every state exactly once. That is what makes it a revision run rather than a slot machine.
