One name at a time, each taken out as it comes up, so everybody goes exactly once before anybody goes twice.

The name that comes up is removed from the box, so the list in front of you is always exactly who is left. Nobody has to keep a tally in their head or trust that the tool is keeping one.
Turn it off and names can repeat, which is what you want for a game rather than a rota.
It says so rather than starting again quietly, because a round that silently restarts is how somebody ends up going twice while somebody else never goes at all.
The list stays in this browser and is never sent anywhere.
